The Foundation was registered on 5 September 2006.

Article 2 of the by-laws states the Goal as follows:

1. The Foundation’s goal is to educate the public through filmed documentary and drama on the experiences of civilians during Japan’s occupation of then Netherlands East Indies, notably the civilians’ struggle to maintain physical and mental integrity during internment. In pursuing the goal, the Foundation will use existing books and manuscripts, augmented with documentary films and acted scenes.
2. The Foundation is a non-profit organization.
